It's because you have to be activated for a minimum number of days other than for training. And guardsman who don't get deployed are never activated other than for training. It's a catch 22. My kid did all the initial training just like any other soldier, and then did one weekend a month and two weeks every summer for 8 years but it still wasn't enough. The crummy part is he didn't really understand that until right before he got out but by then he was already mentally checked out and wasn't going to sign a new contract just to get deployed and for the long-term dubious veterans benefits.
