I'm not sure how you got the "ugly red uniform" thing out of that article but some other lame NCAA notable rules:

• There must be at least three seconds on the clock for a team to spike the ball before the end of the half.
• Also concerning uniforms: "Jerseys must have clearly visible, permanent Arabic numerals measuring at least 8 and 10 inches in height front and back, respectively, and be of one solid color that itself is clearly in distinct contrast with the color of the jersey, irrespective of any border around the number."

They didn't even mention "dick cheney's " god awful red carpet & uni's. I always thought Army should go with a camo field w/ matching camo unis. What the hell.

As far as the 3 sec rule, this is a bit confusing. Does this really mean it officially takes 2 sec to run a play? What if you're trying to kick a field goal to win the game? With all these important decisions being made by the ncaa...why are the ncaa in missoula again?
