This comes down to what your definition of "elite" is.
Are you saying FCS "elite"? If yes, then you're correct. The Griz formula works.
You can have the bulk of your recruits from the state of Montana. If you're talking about elite football players
in FBS then no, you couldn't compete. Montana high scholl football is just not at a competitive enough level to supply that much talent. Maybe one or two Griz players from Montana could contribute to a SEC, PAC 12 or Big 12 Team. The state's population is less than a 1,000,000. It is just a "numbers" thing. There are probably six counties in California that have 3,000,000 or more people living there.
