The Marshall Rule

Since there were some videos on another thread pertaining to the Griz/Herd NC game of 1995, it reminded me of something I've read somewhere that the transition of Marshall into I-A status in 1997 was preceeded by 'something' that has since been called the 'Marshall Rule' (at least applying to I-AA football circles).

I have my suspicions but I'am not too certain what this may pertain to. I've heard of other schools now being called 'in transition' like Florida Atlantic into the I-A Sunbelt Conference. Which may be what Marshall should have been considered in 1996. Does this mean that the 'Thundering Herd' had twenty or so more scholarship players than the Griz did that day or what?
 
There were allegations that Marshall was doing some inappropriate things. See this Scott Garner article for a little more information. I read a much more extensive write up about it somewhere, but on short notice I couldn't find it in a search. It seems to me it was on a I-AA site, however. Anyone else remember seeing it?
