They are not brothers. If at all maybe relatives but not brothers. Mike is not from Oregon.

I'm too young to remember Mike Rice, but I always presumed he was white. Tony definitely was white.

Mike Rice was an All American punter and receiver who caught passes from Brent Pease. Tony Rice (no relation to the former ND quarterback) was a very good running back in the early 90's. None of them are related to Jerry, Jim, or Condoleezza.
