Question about Liberty going FBS

I am curious as to why Liberty is in the FCS playoffs. Didn't they announce a while back that they were making the jump to FBS? Sorry if this has already been discussed but it is my understanding that once you make the announcement that you are moving up, you are no longer eligible for FCS playoffs. I believe that App State was no longer playoff eligible in 2013 after they announced the move even though they did not officially move up until 2014. Just curious if anyone knows the answer.
 
They have stated they would like to go to the FBS but you cannot jump up unless you have been invited by a conference and NO one has come knocking.

I am only familiar with Liberty announcing that FBS was their objective. It's helping their recruiting big time. They need a conf. invitation and are watching what unfolds at UAB closely.
 
That is what I figured, that they actually have to have a conference invite and have set things in motion. However, I was under the impression that once you announced your intent, you were no longer eligible for postseason in FCS.

Liberty certainly has a lot going for it in turns of a move up. However, as this article says, South Alabama is the early favorite to replace UAB.

Announcing that they want to be in the FBS and actually filing to do so are two different things and probably why they are playoff eligible still.
