NCAA Updates Policy on 2nd Time Transfers

“The approved guidelines will make it tougher for players to become immediately eligible after they enter the portal for a second time.

Each portal waiver will be evaluated on a case-by-case basis and must meet at least one of the following:

- A demonstrated physical injury or illness or mental health condition that necessitated the student’s transfer (supporting documentation, care plans and proximity of the student’s support system will be considered), or

- Exigent circumstances that clearly necessitate a student-athlete’s immediate departure from the previous school (e.g., physical assault or abuse, sexual assault) unrelated to the student-athlete’s athletics participation.

Reasons for transferring pertaining to lack of playing time, position preference and academics are all examples of situations that do not warrant waiver relief.”

I think this is a good decision. So athletes can portal out no problem one time but it gets a little harder to keep transferring out and bouncing all over.

I have read several articles regarding this rule change and I am still unclear whether the drop down exception is going to remain in place. The articles do mention that graduate transfers are still eligible to play immediately but there is absolutely no mention whether undergraduates dropping down will have to sit a year or will continue to be able to able to play right away. One would think that the dropdown exception would continue since it's been in place for a very long time, but this is the NCAA that we are talking about so you just never know.

They can transfer one time with no recourse. Then when they graduate, they can use the graduate transfer means to transfer.

The NCAA will again utilize on a case-by-case basis the waiver rule.

I hope they go a few steps further to disallow all transfers. It’s not fair to me when players I like are allowed to transfer out of the program.

I thought he might go JC. Develop for another year. Build a resume and some good tape. And then be able to work out a place to transfer to, when he could get some assurances and the coaches could tell him what they thought based on a year of starting/playing.

That would have been a wise course of action.
