Saw on twitter today, so it doesn't look like ESPN or another larger regional isn't grabbing the App game.

Also the App St game is listed on 8/31 but it doesn't list a time yet.

I would assume that the App St. game could still be picked up by espn game plan for out of staters? i've seen that done before.

Not necessarily, only games that are in a Big Sky venue that are not broadcast by root are on BSTV, so your fizz at So Dakota game will not be on BSTV

This link says nothing about the App State game???
 
I think they are still talking to ESPN about the app game and if espn were to pick the game up they have no spots in their schedule for sat aug 31 so it would move to either friday or even thursday night. Interest from espn is lukewarm at best so I would assume this game is played saturday night kickoff at 7 pm.
