One more thing. I think egriz/Chris should put a limit on new threads by the same poster. Limiting to 5 new threads per day should help with the clutter--and maybe further limiting to only 4 negative threads per day. Another possibility would be requiring all new threads to be a topic that wasn't completely obvious.
