Could these $$ help fund new facilities improvements?

I have no idea if these funds could be used for facilities improvements but it would be a heck of an injection:

The school is preparing $9.5 million in budget cuts, I'm sure the money could be used elsewhere.

they could.
 
It said that the Foundation owns the property so the money does not have to go to the school, correct?

Now "Football Factory" is a bit of a stretch, I see us as somewhere between a football cottage industry and a football small independent fabrication shop. ;)

I believe you're right. If the dollars go to the Foundation, I think they have the ability to utilize the funds for their facilities improvement projects and other things.
