Not always but they usually do. It is up to the team. Per the collective bargaining agreement if they are on the practice squad when the team wins the Super Bowl, they are entitled to receive a ring but it doesn’t have to be the same in value as the rings the active players receive. There is also no stipulation for players who were on the practice squad earlier in the season to receive anything. The most recent team I know of to not give all of their practice squad players rings was the 2002 Tampa Bay Buccaneers. They required players to be on the practice squad for atleast 10 games to get a ring. All the recent Super Bowl champions have given rings to their practice squad players but they might be of lesser value.
