I Don't know this scout's resume, & did not investigate accuracy of his comments.

He mentions Qvale at the 3:50 mark - says he is from Wyoming - which is incorrect.

"Project"? When I think of a project in the scouting sense, that term is usually used for a player with loads of athleticism, but limited experience or fundamental skills. Someone who could be an all-star with proper discipline and coaching. Qvale seems like the opposite of that. Adequate athleticism, but very solid fundamentally with polished defensive and post skills.

Qvale, has a lot of untapped potential still. At times this year, he outright took games over, on both ends. Was it the Oregon State game when he threw down nasty aggressive dunks a few times? Yet, other games he was not a factor on the boards, or scoring. His defense is always good, in my opinion.

The project part may come in getting him to believe he can do what he is capable of doing, but against the best in the world. He will not be able to bully players at the NBA level. He needs to learn more about positioning, and more offensive moves. Offensively, I would classify him as a project at the NBA level.

I think he could play with more aggression, and sure he could develop a mid-range jump shot that most NBA big men seem to have, but when you almost lead the NCAA in FG%, that's a sign to me that you've already got highly refined skills and might have slightly less room for improvement than perhaps another prospect on the list. Hopefully he gets drafted, that would be cool.
