Travel is just one of the expenses. They are also paying for officials and their travel, NCAA representation and their travel, materials, signage, etc. I've been involved with enough of these types of things to know there is much more to it than most people realize. But I bet a couple charter flights for teams and cheerleaders and staff is the biggest chunk of it. FCS football is not a money maker for the NCAA. If they are lucky it pays for itself, but I really doubt it. If they further reduced regionalization I bet they pull more than 75% of the revenue or pass some of that cost to the participating schools. Remember the NCAA is a member organization so that's who sets these policies. If they collectively decide that's how they want to do it and they can figure out a way to do it with hurting themselves financially, they will do it.
