Interesting. It would appear that historically black universities have no money. Life may be a race but we don't all get the same starting line.
 
Universities can make these numbers look just about any way they want depending on the accounting schemes they use.

About the only state subsidies UM gets are scholarships booked at full value when they are incremental.
