Should have been one. Ball carrier stopped, tackler stopped. It is a judgement non-call but it was poor judgement per the rules.
I certainly could be wrong. You would have no trouble lining up dozens if not hundreds of traitorous friends and family members to attest to that.

Obviously… But the whistle should have been blown as the forward progress had been halted. Case in point what happened during the Villanova game this morning when a defender took out the quarterback after his progress had been halted, but before a whistle was blown, and was called for unnecessary roughness/late hit. At least I think that was in the Villanova game if I’m remembering correctly

While technically I can agree with you, the problem in the long run is going to be more injuries as players will continue to attack someone who may not yet be down. This will not end well.
Everyone had stopped. It was like everyone knew the whistle SHOULD have been blown and no one realized that it hadn't until the dude popped up and took off.

It seemed to me the refs were rather late blowing the whistle several times after forward progress had stopped.
He was stopped, tackled. He and the defender were down. He got up, paused for a second or 2, then ran. Probably after his teammate said something
