I do not believe Vigen got the OSU offer, let alone turn it down. This, from a friend living in Eugene and a payer of the Canzano paywall:

These are abandoned football teams we're talking about. Wazzu and Oregon State are in no position to demand a coach not play out his current season. They need an announcement and a meet up to stop their own bleeding. A new hire busy playing for a championship is probably the best they could hope for.

No FBS school thise side of Texas State would be walking around with a skip in its step because its head coach got an interview with Oregon State.

There's a lot of talk on X and other Social media/forums rather Vigen just was told "thanks but no thanks" by OSU and they went all in on Shepard instead of Vigen refusing them. If that's the case then he's definitely not out of the running (Cat ADs emails prove this) and it would be kind of funny if OSU had to come crawling back to him if their other options fail.
