Restarting the Clock on First Downs

Did they change a rule that I missed or something? During the whole game the ref was restarting the game clock after a first down as soon as the ball was reset and never waited for the chains to get set. It was nothing that cost us the game but it probably took a couple of plays away at the end of the first half when we ended up with the Hail Mary throw.
 
Been a rule for several years. Clock stops briefly to reset chains. Outside the end of each half they seem to be a little quicker with starting it. Same is true on runs out of bounds. In the last 2 minutes it always starts on the snap on out of bounds.

Games were lasting too long so the clock stoppages were minimized. Another thing you will notice is that rarely do the officials bring the chains out for measurement. The referee looks to the linesmen and they are quite liberal about signaling to move the chains. It's all in the interest of keeping the game at a 3 hour pace.
 
Dont have to get the full chains moved, as long as the down box has the spot, they will start the clock, UND lost 15-20 seconds not realizing this at the end of the first half and had to settle for a FG rather than a couple of tries for the EZ
